You dont seem to progress AT all in this game as I still do the exact same amount of damage at level 15 that I did at lv 1 with a pistol ( and i mean that on the same mobs like radscorpions). The battle itself is a virtual impossibility since I can only get about 1 shot off per round then im forced to down about 10 stimpacks and pray one of the endlessly respawning sergeants dont insta-kill me. I didnt even find the Military base itself a challenge but holy shit I simply give up after trying every approach to finish the master off.
